Legacy Church invites qualified vendors to submit proposals for the supply, installation, and commissioning of a comprehensive security system across three New Mexico campus locations. The project is funded in part by the FY 2024 Nonprofit Security Grant Program.

Three separate RFPs have been issued, one per campus. Vendors may submit proposals for one, two, or all three campuses. Each campus requires a separate proposal and cost breakdown.
Full security camera system, PoE switching infrastructure, NVR video storage, structured cabling installation, and Protect Viewport displays. Largest scope of the three campuses.
Security camera system, wireless device bridges, PoE switching, NVR storage, and a complete 40-door Kantech-compatible access control system with smart card readers, maglocks, and controllers.

Evaluation Criteria
Proposals are scored by an evaluation committee using the following weighted criteria per 2 C.F.R. §200.320(b)(2)(iii).

Tie-breaker: Verified SDVOSB/VOSB businesses receive preference when vendors score within 3 points of each other. Geographic location is not an evaluation factor per 2 C.F.R. §200.319(c).
Technical Standards
Minimum Requirements
All systems must meet these standards. Vendors proposing alternatives to reference models must provide written documentation confirming compatibility with Legacy Church's existing Ubiquiti UniFi network infrastructure.

Grant Compliance
This procurement is partially funded through NSGP (Federal Grant No. EMW-2024-UA-05115). The awarded vendor must comply with all applicable federal requirements.
- ✓NDAA Section 889. No prohibited telecommunications or video surveillance equipment.
- ✓Build America, Buy America Act (BABAA). Domestic content requirements apply where applicable.
- ✓Equal Employment Opportunity. All applicable EEO laws and regulations.
- ✓Suspension & Debarment. Must be active in SAM.gov and not excluded.
- ✓No Cost-Plus-Percentage-of-Cost contracts. Fixed-price contract type required.
- ✓Termination for Cause and Convenience. Required contract provision.
- ✓Byrd Anti-Lobbying Certification. Required for contracts exceeding $100,000.
- ✓Record Retention. Minimum 3 years following grant closeout.
- ✓NMDHSEM Pre-Approval. Award contingent on RFA approval before purchase.
Prevailing wage requirements (Davis-Bacon Act) do not apply. Legacy Church is a 501(c)(3) nonprofit (EIN: 85-0280270).
